Quick question. Several of the ncso parks I've seen use sloped fence pieces above the ground, to cover up holes in roofs and stuff like that. I, for the life of me, can't figure out how this is done. How do?

If you are using Open RCT you can use the tile inspector to manually change the slope of the fence piece. The old fashioned way is to raise sloped land up to where you want the fence, turn off clearances, and then lower the ground. The fence will remain when the land is lowered.

Very simple: turn off zc, raise land to the correct height, place the fence, lower land again, turn off zc. The angled fence will remain in place.

Also possible without zero clearances. You have to make the land tile into a 'diamond' shape, place the fence on one of the top edges and then lower the land by dragging down the very bottom corner.
