    If I got ww and installed it, could I just be able to use rct2 so that people that don't have wacky worlds be able to upload my park.

    yes you can as long as you do not use scenery that can only be used with WW.

    Yeah, to confirm, all parks made with a WW version of RCT2 are "tagged" such and cannot be opened in regular RCT2. Sort of like if you tried to open a LL forest fronteirs on regular RCT1, it wouldn't work. In an expansion, scenery isn't the only thing added. The game's programming is slightly alterred.(one r or 2, im not sure? ??? )
