And I guarentee you that at least one of the "penalty" rules will be enforced for H2H3.
Here's what I'm thinking.
Every time you forfeit, you still have to put two parkmakers names on it, like Foozy said. The first time you forfeit, there's not really a major penalty.
The second time you forfeit, we take away one of your wins, like Natelox said. So if the team was 2-4 and then forfeits, they become 1-5.
The third time it happens, the team is disqualified from any playoff contention/the rest of the season.

Sounds like a good idea to me.
I agree with using up two parkmakers if the park is not entered but if this rule comes into play in H2H3 the 2 parkmakers to a park rule has to be enforced also as a few parks this season have been built by just one parkmaker and I think a lot of teams would do that that next season to save up their best builders.
I don't think DQ-ing should really be necessary though because, as Toon pointed out, taking away a win the second time you forfeit would most likely put the team out of playoff contention anyway.
I agree about using up members (the ones that should've submitted something anyway...worthless slackers), but not the extra loss. I mean, you've already lost this round, but why should you lose a previous win also? The team's already going to be pissed we just lost this round, so the morale is likely to plummet to "who gives a flying rats ass" level pretty quickly if you start taking away hard earned victories. Trust me, I know, 'cos our team is that personified, or at least half of it.
Maybe it's just me, and my feeble attempt to keep our fragile little squad with more than one win (if these rules were to go retroactive thru the whole season).
Since it seems like it won't, I'll stop worrying, but 2 losses in one week sounds harsh. I say just ban the players from the future seasons, and the rest of the season as well.
Your call though, as it's your competition to regulate.

The archy was bad, all the wrong walls used, just some archy in the middle, then a bunch of tree.s and water, the coaster was pretty bad too, just because it goes underground doesnt mean u can make it as boring as possible, bah.

Can we start voting on which park deserves two losses also, even if submitted, if it's that bad?
Come on now. We all have better things to do with our time (Iris included as he has to make the aerials) than to look at rubbish. I say, A win's a win, a loss is a loss, and a forfeit is a loss that still uses up members that were supposed to make something. Punish them another way, like not being able to compete in any contests or spotlights ever again. Now THAT's motivation...for some.
