As far as I can tell (using the DatChecker), that's one of TT's 1/4 tile blocks. Namely, the one that is for 90* corners. I believe it is in his Art Deco pack, or something along those lines.

You might check whether or not you have that object, and if you don't, download some randomly recent parks that might include the Art Deco pack. I'm not good at specific stuff like that...
