Use two fences, one on each side of where you want it separated. Sometimes just one and it does not work.

If I make the path first, I won't be able to put the fences on top of it without ZC. If I make the fences first, I won't be able to put the path without ZC.

I'm sorry, but this is just wrong. You can do it, you do not need any trainer whatsoever. You just have to get creative with maneuvering the paths.

Yeah, you shouldn't have to use zero clearance. First raise all the land you want it on. Then place paths on every other square with a space on every side of each path. Place the fences around the missing squares and place paths inside those squares. Place benches and delete the fences and you're done.
