I think so. Unless you use coaster tracks and raising and lowering scenery with the tracks.

it can be done with beast.. it´s easy. Just build the pyramid, set a coaster right above it, start special build mode, build only those four squares atop of the pyramid (circling one tile turn does nicely so you can´t mess up) and stack scenery. And i believe there´s land too.. which could be done with dragons but i prefer winhack for little land hacks myself.

They said on the website that park can be downloaded at that they had to edit the .SV4 file itself to obtain the effects. So I imagine hex editing could have been involved.

Everything involves editing the .SV4 file. Placing a tree on a completely un-hacked map edits the .SV4 file.
