The blue is just too blue I think.
I also think you waste a lot of time lowering those roman walls to create path lines, when path lines really aren't needed and don't really add a lot.
I think the awning on the blue building ends too abruptly which makes it look like it is really thin. The other awnings have a bit of thickness to them created by them being raised up 1 to show the support.
I'm going to be picky and say that the brown wood boardwalk pieces should be facing the other way.
Nah the boardwalk pieces are fine, do a google image search, they're all laid out that way (or diagonally) in real life.

I don't think this is messy at all. I love it.
The diagonal building is ugly.. sorry. Everything else is great. The blue building is nice. I like bold colors. The crane and cage are really nice NCSO. But, please change the diagonal.. the straight sides with the candy cane work is nice.. but the diagonal is ugly.. needs a window... or at least a detailed facade.
Also, maybe make the flowers a brighter pink? Make them pop a little bit. Amusement parks do water their flowers, and so can you!

Better but still full of unnecessary detail. Also, even if those awnings are 'correct' I would still raise them up a bit or remove some of the stuff that makes them look too short.
Why not just build LL? You clearly must build NCSO in a similar way.
